Jordan Burgess provides guidance on wide-ranging legal and policy matters and leads state and federal advocacy efforts for Art and Wellness Enterprises.

Most recently, Burgess served as Chief Legal Counsel & Director of Legislative Affairs in the office of Governor Asa Hutchinson. In this role, she managed the development and implementation of the governor’s legislative and policy priorities; served as the primary liaison between the governor’s office and the Arkansas General Assembly; coordinated with the attorney general’s office and state agency counsel on strategy and resolution of litigation; and managed the review and approval of state agency rules, ensuring that agencies were prepared for presentation of approved rules before the Arkansas Legislative Council.

Prior to this position, she served as Senior Health Policy Adviser in the governor’s office, collaborating the Arkansas Department of Health to advise the governor on the impact of the ongoing COVID-19 pandemic and coordinating with the Department of Human Services on policy development related to the state’s Medicaid program. Before joining the governor’s office Burgess was Associate General Counsel for Delta Dental Plan of Arkansas.

A native Arkansan, Burgess earned a Bachelor of Science in International Business from the Sam M. Walton College of Business at University of Arkansas, a Juris Doctor with Honors from William H. Bowen School of Law at the University of Arkansas at Little Rock, and a Master of Business Administration from University of Central Arkansas. She currently serves as a Board Member for the University of Central Arkansas Alumni Association and was a member of Leadership Arkansas Class XIII.
